The building and grounds of the First Baptist
Church are to be used for the glory of God and the edification of
God’s people. All users of these facilities are to be mindful of
this responsibility. Our facility is a tool given by God through
which we may maximize our potential to accomplish the following
priorities:
• Provide opportunities for evangelistic
activities • Provide opportunities for meaningful worship experiences • Provide opportunities for activities that build up believers
in their faith • Provide opportunities for activities that develop meaningful
fellowship
Church ministries have priority usage of the
facility. The facility will be available for use during normal
church business hours unless prior arrangements have been made and
approved. Facility usage by the community may be approved on a
case by case basis. Scheduling will be handled through the church
office.
All non-church groups using the facility are
required to sign a release of liability stating that these
policies have been read, understood and will be followed and that
First Baptist Church is released from any liability resulting from
their use of the facility.
The following activities will take precedence
over all other proposed activities in the facility:
• Regularly scheduled Worship Services • Sunday School and Sunday School activities • Wednesday night family activities • Vacation Bible School • Outreach activities • Children, youth and adult ministry activities • Planned activities • Church musical concerts • Funerals • Wedding and wedding receptions
Allowable events may include but are not
limited to:
• Receptions, Recitals, Reunions, Graduation
parties, Showers, Dinners
Activities that would negatively reflect upon
the Lord or our Church are not permitted. The following are not

appropriateness of an activity, the decision will be referred to
the Facility Committee. All activities and participants will
refrain from actions that may damage the facility. Only approved
attachment material may be used when taping, tacking or otherwise
attaching items to the walls, ceilings or doors. Use of the
facility shall conform to fire and safety ordinances. Activities
that may be potentially harmful or unsafe are not allowed. There
will be no setting on tables, throwing balls to the ceiling or
other destructive behavior.
General Guidelines
Use of the facility shall support the vision of
the church. The facility should be treated with respect at all
times and every effort made to leave it in as good or better shape
than it was found.
Outside organizations may request to use the
facility for their event as long as the event meets the
requirements outlined in this document and the event does not
conflict with the purpose of the church or interfere with normal
church activities.
All facility use must be well supervised in
order to ensure participant safety and proper treatment and care
of the facility. For practical and legal reasons all activities
must be scheduled in advance with the church secretary and be
placed on the church calendar.
Safety and respect for the facility are very
important. Running and rowdy activity is not appropriate in the
sanctuary, hallways, fellowship hall or classrooms unless part of
an organized and approved activity. Exit signs must remain visible at all times and capacity limits
for each room must be followed in order to comply with fire codes.
The user is liable for all damages, expenses,
and losses, including theft and property loss, caused by any
person who attends, participates in, or provides goods and
services connected with the user’s use of the facility and all
tangible property. Such costs will be assessed and charged to the
user and/or deducted from the damage/security deposit. Replacement
value may be used to determine the damage cost charged.
The user is responsible for their own set up
and take down. All filled trash bags should be carried to the
trash container in the parking lot by the User. All used areas of
the facility shall be cleaned by the user and returned to the same
or better condition than found.
The facility shall not be used for personal
gain or any commercial purpose or for any purpose contrary to the
purpose of the church or other policies.
The church facility is open to members of the
congregation to schedule their events as long as they do not
interfere in any way with ongoing church ministry or work counter
to our biblical purpose.
All users should be mindful of the following:
• No food or drink is permitted in the
sanctuary unless as an approved part of a worship service. • To preserve our tax-exempt status, no partisan political
events will be scheduled. • Tables and chairs should be returned to their original
location after use. • Groups are expected to clean up before leaving the building. • All children and youth groups should be adequately chaperoned
and supervised by adults. • If the kitchen stove/oven is to be used, a Host/Hostess from
First Baptist Church will be required for non-church members
using the kitchen • If the facility is decorated for Christmas, Easter, or other
church occasion, the user will not remove the decorations. • The sound system must be operated by an official First Baptist
sound system operator. • Drop cloths must be placed under all candles (even drip-less) • Revenue generating events are not permitted unless they
benefit or are in the best interest of the ministry of First
Baptist Church.
Activities which occur on a regularly scheduled
basis must be placed on the church calendar.
Due to wear and tear from transportation and
use; tables, chairs and other equipment may not be borrowed by
members or friends for use outside the facility without approval
of the Facility Committee. The only exception to this will be for
church activities held at other locations where additional tables
and chairs may be needed.

church member or responsible party designated by the church, who
has agreed to be present and responsible. All events must have
adequate adult supervision.
Users agree to release all responsible
authorities of these facilities from any and all liability arising
out of the use of the facilities or equipment. The user will agree
to assume full responsibility for the use and final condition of
facilities and equipment used.
Irreverent language is not permitted and the
use of such will be cause for immediate removal from the facility.

Healthcare Reimbursement
Arrangement (HRA)
First Baptist Church desires to provide medical
care benefits relating to expenses not covered under a medical
insurance policy.
Therefore, the church establishes a Health Reimbursement Arrangement
(HRA) effective January 1, 2005 for the benefit of all employees
(working at least 16 hours or more per week) and their dependents
(spouse & minor children) under Section 105(b),(e) of the Internal
Revenue Code.
Health reimbursement accounts shall be maintained for each employee
from which covered expenses (as defined by Section 213 of the
Internal Revenue Code and Revenue Ruling 2003-102) for the employee
or their dependents shall be reimbursed. Church-funded
reimbursements to an employee and/or their dependents shall not
exceed $1,000 plus any unused reimbursements (from previous years)
during the calendar year. For example: if an employee is reimbursed
$700 during the year then $300 would “roll-over” into the next year
giving the employee a maximum of $1,300.
The plan shall be administered in a nondiscriminatory manner (as
defined by Section 150(h) of the Internal Revenue Code) and shall
remain in effect until modified or terminated by a later resolution.
The plan shall cover employees only. Former employees are not
eligible for reimbursement for their unused reimbursement amount
remaining at retirement or other termination of employment.
Employees may not take “lump-sum” payments of their unused
reimbursement amounts. Payment of funds shall be for substantiated
medical expenses only.
The “out-of-pocket” medical expenses must be submitted on a health
care reimbursement claim form in sufficient detail to meet the
substantiation requirements. Expenses may be submitted until January
31 for the previous calendar year. Medical expenses are the costs of
diagnosis, cure, mitigation, treatment, or prevention of disease,
and the costs for treatments affecting any part or function of the
body. They include the costs of equipment, supplies, and diagnostic
devices needed for these purposes. They also include dental and
vision expenses. Medical care expenses must be primarily to
alleviate or prevent a physical or mental defect or illness. They do
not include expenses that are merely beneficial to general health,
such as vitamins or a vacation. Medical expenses include the
premiums paid for insurance that covers the expenses of medical
care, and the amounts paid for transportation to get medical care.
Refer to IRS Publication 502 (2004) for specific examples of
allowable and non-allowable medical expenses.

careful planning. For that reason, the following polices will
govern your plans for your wedding here at First Baptist Church.

for all concerned therefore there will be no exceptions. Please
read them fully.
Set the Time of Your Wedding
Careful planning is necessary for ALL
weddings. The date of your wedding will be secured at the time
of payment. You must set the date in consultation with the
Church Secretary. If at all possible, the wedding and rehearsal
should be scheduled at least one month in advance. Please leave
your phone number or the number of a contact person so the
church can contact you if necessary.
Your Wedding Music
A church wedding is a service of the church
and the music must be in keeping with the reverence that is
observed when entering the House of the Lord. The bride should
discuss with the Minister of Music what music she would like
played. The Minister of Music will have final approval of all
musical selections. All accompanists must also be approved by
the Minister of Music. Soloists, if used, are responsible for
contacting the accompanists.

night or Sunday afternoon all decorations and equipment will be
removed from the building immediately following the wedding
service.
The facility must be left “broom clean”.
Air conditioning or heating will be turned on
at a reasonable time before your event.

In addition, sanctuary lighting will also be
handled by the technician.
Video of your wedding may be done by the
church if you desire. Please see the list of fees.

Internet Usage
First Baptist Church (FBC) provides certain employees, members
& volunteers (users) access to the vast information resources of
the Internet with the intention of increasing productivity and
enhancing church-related communication. While this access has the
potential for users to do their jobs faster or smarter, there is
justifiable concern that it can also be misused. Such misuse can
waste time, potentially violate laws, FBC policies, garner
negative publicity for the church and potentially expose it to
significant legal liabilities. This Internet usage policy, which
applies to all users, is designed to facilitate understanding of
the expectations for the use of these resources.
The underlying philosophy of this policy is that Internet access
from FBC is primarily for church-related purposes including
communicating with congregation members and colleagues,
researching relevant topics and obtaining useful business
information. In addition, all existing laws and FBC policies apply
to an user’s conduct on the Internet, especially those that deal
with intellectual property protection, privacy, misuse of FBC
resources, sexual harassment, information and data security, and
confidentiality.
Do not do anything with FBC’s Internet access resources that would
otherwise be considered illegal, grossly inappropriate, or
offensive to the established value system expressed by FBC as a
Christian, non-profit organization. Viewing or downloading
erotica, playing internet games, sending non-FBC related mass
mailings, and running a private business are obvious examples.
Do not waste FBC time. There are plenty of fascinating sites to
explore, but FBC time should be spent conducting FBC business.
Employees should use their Internet facilities for non-business
research or browsing during lunch and outside of work hours,
however occasional and reasonable personal use of FBC resources is
permitted, provided that this does not interfere with work
performance.
Internet Policy Provisions
1. During any Internet use, users are required to
refrain from any activity or communication that would have a
negative impact on FBC or the reputation of FBC.
2. User IDs and passwords help maintain individual
accountability for Internet resource usage. Any user who obtains a
password or ID for an Internet resource must keep that password
confidential. FBC policy prohibits the sharing of user IDs or
passwords.
3. Each user using FBC’s Internet facility shall identify
himself or herself honestly, accurately and completely when
corresponding or participating in interactive activities, and
shall not send unsolicited mass electronic mail.
4. Only those persons who are duly authorized to speak to
the media or public gatherings on behalf of FBC on a particular
subject may speak/write in the name of FBC to any newsgroup or
chatroom. Other users may participate in newsgroups or chats in
the course of business when relevant to their duties, but they do
so as individuals speaking only for themselves and should make
that clear in their communication. Only those persons who are
authorized to speak to the media or public gatherings on behalf of
FBC on a particular subject may grant such authority to newsgroup
or chat participants.
5. Users are reminded that the Internet is not a secure
method of communication. Neither proprietary information nor any
information received in confidence by FBC, or the user in the
course of his or her employment, may be sent on the Internet
unless prior approval is received from the Pastor.
6. The display of any kind of obscene image or document on
any FBC computing resource is prohibited. In addition, obscene
material may not be archived, stored, distributed, edited, or
recorded using FBC network, printing, or computing resources. If
you find yourself connected accidentally to a site that contains
sexually explicit or offensive material, you must disconnect from
that site immediately and report the incident.
7. Freeware, shareware and commercial software from the
Internet may be subject to computer viruses, may not work
properly, or may be subject to copyright infringement laws.
Installation of such software may adversely impact your computer’s
performance by using system resources. Users may download only
software with direct business use, and must arrange to have such
software properly licensed and registered. Users may not use FBC
Internet facilities to download entertainment software or games,
or to play games against opponents over the Internet. No user may
use FBC facilities knowingly to download or distribute pirated
software or data. Any software or files downloaded via the
Internet may be used only in ways that are consistent with their
licenses or copyrights. Any file that is downloaded must be
scanned for viruses before it is run or accessed.
8. No user may use FBC’s facilities to deliberately
propagate any virus, worm, Trojan horse, trap-door, or back-door
program code or knowingly disable or overload any computer system,
network, or to circumvent any system intended to protect the
privacy or security of another user.
9. FBC’s Internet facilities and computing resources must
not be used to knowingly violate the laws and regulations of the
United States or any other nation, or the laws and regulations of
any state, city, province or local jurisdiction in any material
way.
10. Users should not have any expectation of privacy as to
his or her Internet usage. It is possible to monitor Internet
usage patterns and FBC may inspect any and all files stored on FBC
resources to the extent necessary to ensure compliance with this
Internet Usage Policy.
11. Infractions of these policies constitute a misuse of
FBC assets and therefore is considered a violation of FBC’s
Personnel Policy. Any such infraction may result in termination or
other disciplinary actions.

considerable investment in audio/video equipment only authorized
personnel will operate the equipment. This includes the set-up and/or
connection to our system.
2. No re-wiring or
re-configuration of our equipment to accommodate talent supplied
equipment or presentations will be allowed. Simple connections to our
equipment will be permitted under the supervision of the Media Director.
3. If at all possible,

tape.
4. All non-commercially
talent supplied/produced PowerPoint, CD and/or DVDs must be played
before performance to ensure compatibility with our equipment.
5. For cueing purposes,
talent produced DVDs should have, at minimum, 5 seconds of black screen

6. Talent should plan on
arriving early enough for a sound check.
7. Personal video taping
and photography is allowed during special events as long as decorum is
maintained and no safety issues arise.
8. Please do not use
flash when it’s use will disrupt the event.
9. Requests for the
church video crew must be made early enough to assign a team. As it
takes 5 people to staff the video crew, ample time to assemble the team
is required. A non-directed single camera video without audio mixing can
be requested late however the quality will be much less
10. Requests for use of
the projection equipment must be made early enough to assign an
operator.
